i7-2860QM @ 1.25 Ghz?

My laptop is the Hp Envy 15t - 3000, with 16gb Ram, and the i7-2860QM.
I am playing Rocket Leauge, and I'll have 70fps, then I'll be at a constant 7-18 fps for a few mins. I checked the processor speed when it was laggy, and it was 1.25 Ghz, on a 2.5Ghz quad core! Is there some way I can set a minimum speed? A few of the cores get to 80C, and is that the problem? I've already checked some overheating techniques.
 
80c isnt over heating but it seems like its thermal throttling.
try to set "maximum processor state" under ADVANCED POWER OPTIONS to 99%.

Will not help with temp but it may help with throttling
 
It does sound like the system is throttling even if it is not hitting the thermal limit on the CPU. There may be software in the system that limits output of the processor to keep the laptoo temperatures comfortable.

Is your laptop in "maximum performance mode"? "Balanced" could be thermal limiting the max temp/performance.

The thermal paste on these laptops isn't great and in your case it is also old. They benefit substantially from a performance paste where you see the full benefit since they have a naked die. That would be my first move
 


I checked, no other software. I'm in "maximum performance mode", and have all the advanced options for that at normal, except for the other recommendation. It actually doesn't lag when It's at 1.25 Ghz, it gets to 0.28 Ghz, and stays there for a while. Is there some problem with the GPU that could cause this? I just don't know why it gets so low playing games.
It shouldn't do this, correct?
 
The CPU will throttle itself when temperatures get above a certain threshold when the cooling system can't keep up with the heat output.

Check to make sure your fan and radiator are clear from dust and running well so that good airflow is happening.

Also Monitor the temperatures during the slow downs and see if once they cool, the CPU speed goes back up. That would help confirm a heat exchange issue

The GPU could indirectly be compounding the issue but not causing it. The Laptop you have uses a common heatsink for both the GPU and CPU. If heat can't get exhausted it can back feed to the CPU.
 


I found the Problem!!!
So, I used core temp to check my temps, and loads, and whenever all of my cores where in use, it dropped, but when I set the affinity to only using 4 threads, My speeds kept high, and a dual core 3.4Ghz is definitely enough to play this game.
 


I checked the temps, and when on gets to 188 Farenheit, my processor goes to 160Farenheit, and goes to 0.28Ghz.
Any way to help with that?
