i7 3770 not running at base clock speed

Not knowledgable about pc techs or what not. I got this system for about 3 days now. But when i checked open hardware to check temps i find that the i7 is only running at 2700mhz on all cores. Not that im complaining it still workd great and i havent gotten any issues while playing games on it. Temps at stress are about 56-57 on cpuz. I got this straight from a friend and i havent fiddled with anything on the bios or anything. Just wondering why its set to 2700mhz when i know that this i7 base clock is 3400mhz if im not mistaken. Cant get a hold of my friend just yet cause apparently there's no reception where he's hiking now.

Update: checked the heatsink. It is seated right. Still running at 2700mhz. Any ideas?
 
power plan is set to high performance. Still running at 2700mhz. I did the bench/stress both single core/muti core on cpuz. Cpu utilization goes to 100% but at open hardware it still shows 2700mhz. I got this system unit from a friend for dirt cheap so im not really complaining. Just wondering if this cpu is botched or perhaps i need to do something on bios? Ill try to read some more about bios settings and see what i find. If all else fails would you guys consider this i7 botched or failing?
