Question PC boots into Windows but with a black screen ?

I just bought a GTX 1080 Ti FE off of ebay listed as tested and working but I can't get any display out of it.

When I turn my PC on I can hear it boot into Windows over my speakers, the GPU light turns on and off a couple of times, fan spinning at normal speed, everything looks fine. However, with my monitor turned on it says it's getting output from the DisplayPort but it's just a black screen ?

What I've tried:

• Reseating gpu about a dozen times
• All display ports
• DDU and reinstalling drivers
• Two different monitors
• Different cables
• Reseating RAM
• Cleaning off PCIe pins
• Removing CMOS battery and updating the BIOS

Everything works fine when I use my old gpu , a gtx 1080, back and forth with this one. My cpu doesn't have integrated graphics and I don't have any extra gpu cables so I can't even get into Windows to see if that says anything. Should I just return it?

GTX 1080 Ti FE
RAM: Corsair Vengeance RGB PRO 2x16 3600 mt/s
PSU: EVGA 850 B3

which old GPU are you using?

Using a strix 1080 non ti as the old gpu. HDMI doesn't work either.

How do you know the PC is booting into Windows? Return it.

I can hear the windows 11 log in sounds despite it being a blank screen, so I assume it's still getting into windows.
