I'm putting together a PC for my friends kid and, I tried my luck with a cheap 1080 at a local flea market.
It gave no signal on a GA-Z97-HD3 PCIe gen3 mobo with a Xeon CPU, but it worked on an Intel i7-960 workstation. It installed drivers with no problems, though i haven't tried any games yet.
I have also tried PCIe gen2 and gen 1. I even tried it on an H81 mobo and it gave no signal on that either.

Any advice is appreciated...

What gpu is that? Does it also work in the second pcie slot? Reason im asking is im hoping it works immediately because i read on Gigabyte specs page when using second pcie slot with 8x or higher card bios pch (chipset) pcie express lanes is set to 4x, not sure if need to do this prior to installing a graphics card there. If it works straight off, then try the 1080 there. The reason im also suggesting this is to rule out differences in video cable positioning (for both cards) at the rear of the card. Case may impede video cable connection depending how close the ports are to any bulge from the case, second pcie slot wouldn't have such bulge.

What video cable is used? Yeah, check video cable connection isn't rubbing up against case.

I haven't tried second slot. Second slot is x8. Card is made by Gigabyte. I use DVI cable and have screwed it all the way in. I've also tried it on a TV with HDMI but also no signal.

GTX1080 might be having issues with a UEFI bios and displayport output:
I found this post

I'm hoping that I'm just missing an obvious setting somewhere, but as far as I can tell the GTX 1080 (and possibly 1080ti) cannot handle DisplayPort output when the system is booted in UEFI mode. I've recently gotten a firmware update from my mobo manufacturer that disables legacy boot mode, so UEFI is the only option. Strangely enough the 1080s seem to boot just fine in UEFI mode if using HDMI or DVI output, but I've tested multiple cards from several resellers and a variety of certified DP cables and all the cards consistently fail to boot in UEFI mode with DisplayPort. It sounds like it might be an issue in the GTX 1080's onboard firmware?

Your motherboard bios has a setting called CSM support.
it reads:
Enables or disables UEFI CSM (Compatibility Support Module) to support a legacy PC boot process.
Always Enables UEFI CSM. (Default)
Never Disables UEFI CSM and supports UEFI BIOS boot process only.
This item is configurable only when Windows 8 Features is set to Windows 8.
It is not clear to me if you 1080 has uefi support or not.

Check the bios level of your motherboard.
There may be some relevant bios updates.

I have no csm option but have tried legacy boot mode and no result. I updated to latest bioses mobo and the card also. Maybe is a faulty card, but works good on an old maschine though...
