Question i7 3770k max speed multiplier... normal?

Hey guys just a quick qn...

I knw my cpu might be ancient but just wanted to check do cpus barely reach or hit the max cpu speed with turbo enabled?

Fyi, my cpu can reach or hit 3.9ghz no problem with a multiplier of x39. This is on a H77 board with no overclocking. But cpu is unlocked.

Because from my observation through Cpu-z, Speccy, Realtemps, Msi Afterburner monitoring tools, it rarely or barely even hits x39 multiplier speed at 3.9ghz. In CpuZ it shows (16-39) which I find is ok. Realtemp is the least accurate atm with regards to cpu clock speed even with the latest update release.

I find that it continuously stays at x36-x37 speeds... even whilst using cpu intensive apps...

Is this normal even under load?
