Hi there i dont have a lot of experience with overclock but one of friend suggest me only to change the voltage to 1.3v and try to reach at least 4.6ghz.

Well i have an Asus Z87 Sabertooth and a Corsair H60 cooler. At 4.6ghz after 1 min test i get a blue screen and my CPU was around 83c.
Now my question is. My friend got the Noctua NH-D15 which is better cooler from mine.
If i change the cooler and get better temps i will reach the 4.6ghz stable ? Or my CPU is not good enough anyway to reach this point ?

It's hard to say because no two chips are exactly the same. You could try a different cooler if you think its worth a possible few Mhz. Some overclockers go as far as replacing the stock thermal paste that Intel uses between the actual CPU dye and the head spreader. I'm not an expert overclocker but I know those facts as some basics.

I don have build problems.

PSU: Corsair AX 760 Platinum
Ram: Corsair vengeance pro 2x8gb 1600mhz CL9
GPU: GTX 970 EVGA SSC ACX2.0
Case: Full Tower - Thermaltake Level 10 GT with 3x200mm Fans.
The build is very stable and with good temps.
I can reach 4.3ghz easily only with Asus Perfomance choose from bios.

No two chips are EVER the same, some just will absolutely refuse to hit certain frequencies no matter what you do to it

Mine for example WILL NOT dare go anywhere past 4.5ghz without crashing

I know my chip is stable at 4.5Ghz, but the last time I tried for that with an h80i it was sitting at 100C at 1.35 volts. Seems I have an below average to average 4770k. So I run it just under 1.3 volts at 4.3Ghz and it hasn't crashed in a year. When they just came out there were results all over the place. Some people couldn't break 4.2Ghz and others were running 4.8Ghz with 1.25 volts.

Now since then I installed a custom loop, but I really don't see the need to stress the chip for 200 or 300 Mhz.

If you can afford it, it might just be simpler to pick up an i7-4790k get those speeds practically out of the box.
