All things considered the 7950X3D is quite a lot faster than the 5950X in gaming. That means you would be more likely (depends on resolution) removing some form of CPU bottleneck. Note if you are gaming at say 4k your average FPS probably won't increase (most likely stays the same or minimal as in 2% higher frames) but your minimums usually go up. All that said if you are going to go with the 7950X3D I'd recommend actually spending the extra money on the 9950X3D. https://www.tomshardware.com/pc-components/cpus/amd-ryzen-9-9950x3d-reviewTitle Above:

I'm planning to use these components.
My current components are:

Any directly equal (or equivalent, in the case of the 4080) are holdovers from my current build.
What is the actual goal you're looking for?Looking to upgrade from Ryz9 5950x to Ryz9 7950x3D, can I expect my RTX 4080's CPU bottleneck to improve sufficiently @ 1440p?
Looking for optimal gaming performance (200+FPS without stutters) in Modern Games @ 1080p and 1440p without DLSS Vaseline being a MAJOR component. This would be fine for the 7800x3d, but I am also planning to use this computer as a workstation at times (mainly Blender, SFM, and ZBrush), so the added cores are a necessity. What is the actual goal you're looking for?
https://pcpartpicker.com/user/rocketdude9/saved/Vz9ZFTThat ram is for intel systems. Ideally you want ddr5 6000 cl30, with EXPO timings, for AMD. Something like this.

or if your prefer to stick with G-Skill.

I wouldn't go with P3 Plus either. The are Dramless QLC drives.
Rather than 2x 2TB SSD I would do something like this:https://pcpartpicker.com/user/rocketdude9/saved/Vz9ZFT
Made some minor alterations, would these be preferable?
Rather than 2x 2TB SSD I would do something like this:

You get a 1TB drive for OS/Applications and then a 4TB drive for games, etc... Also while the 990Pro is a good drive you pay the Samsung tax on that. The WD850X and SK Hynix P41 are almost as fast and individually cheaper.
