I7 4790k @ 4.7 ghz



I believe that could work, but there are many reasons of why it could be unstable.

First thing, what is your VCore/Current Voltage supplied to the CPU?
Secondly, you could always lower the uncore ratio.
Third, what temperature is your CPU running at, you're clearly using water cooling.
 

1.3v on the Vcore

I would try, but would not recommend, raising the VCore/Voltage a little bit, maybe to 1.4? If that doesn't work, try decreasing the clock to 4.6GHz, or something similar.
 
I wouldn't recommend pushing it higher than 1.38 for full time use.
I was fortunate enough to get my core speed to 5Ghz at 1.35v core, I found most of my stability problems actually came from the cache/ringbus speed, each CPU is different so you'll have to find where you can balance your core/cache speeds.

My cache can't go past 4.3Ghz but I'm only putting 1.1v through it.
 


I tried both the cache and Vcore at 1.33v and now it seems stable, but will do more tests
