i7 4790K & GTX 960 4GB GPU usage low

So yesterday I got my i7 processor and was really excited to try it out and see how well games run and whilist I was getting 76fps locked on BF4 on every map my GPU usage flucuated between 50-70% even on 64 man servers. My settings are all ultra with AA turned off. Any idea what may be the cause of this problem?

Uh, well if you set it to that, then that's just how much GPU usage it will take to get 76 fps. The only way to get a higher % GPU load is to crank up settings, increase the resolution, or unlock the fps.
Do you have v-sync turned on or do you use a program like EVGA Precision and have the "target framerate" set to 76? It normally won't lock to a specific framerate unless one of those two things causes it. If you want the frames to be unlocked, make sure v-sync is off in the game's video settings (in game menus) and turn off global v-sync in the Nvidia menu (right click desktop and select Nvidia menu).
