i7 4790k is popping in system as 4.00 ghz 3.6 ghz

My i7 4790k is showing the information in system as
"Intel i7 4790k 4.00 ghz 3.6 ghz"

I don't know if i downloaded the wrong drivers, but its popping up as that.
This is my first conundrum.

Second, when i actually try to install the i7 4790k drivers (directly from intel's website) it says i do not meet the system requirements. i tried the intel driver installer, but its not popping up with the driver at all. The version i have installed is: 6.1.7600.16385

I honestly think the root cause of all this is because of driver booster. The thing installed weird drivers, causing me to blue screen until i uninstalled them. I think the last lingering ones have to do with my i7.

It is because of the bclk, set it back to 100 mhz and you will be fine, also you got ram over 1600 mhz? because some cpus to be able to make the ram work at higher frequencies increases the bclk. Anyway just enter teh bios and restore default settings if you dont ahve any knowledge of frequency tunning and everything will be fine. Right now your cpu is underclocked at 3ghz where it should be much more. Thats why i really recomend a bios restore defaults.

So its really just the bclk? Well my friend messed with the OC settings, so i have absolutely no idea how to work it. I just went into the bios (asus) and dont exactly know how to reset to default. Pretty much everything i saw, however, was set to auto. So i'm not sure if its the computer's software doing it or it was manually controlled to that.

Anyways, i also have one more question. If its basically underclocked, and i'm running at around 69 celcius - 73 celcius on 100% stress level for my CPU cores, is that bad? 🙁

Thank you for your help, sorry for all the questions. I built my first computer and i've been stressing over all this information for weeks. I'm starting to get it, i just got my graphics card to maintain an idol 27 celsius to 53 celsius 100% GPU load... so now its time for the CPU to get some love.
 
Basically, i got ahead of myself and already said theres a solution... but i did everything you said and its still appearing the exact same way, so i guess its back to my original thought of i think i downloaded the wrong driver(s).

Do you have any other solutions you can think of?
