i7 4790k running slow

Hello,
So i bought new rig and after installing three different os I still face performance problem. After doing many tests, updates I found out that its my CPU that's slow. (Other main option was raid 0)

WEI 5.9
cinebench 11.5 - 1.69! ( in multicore)
Winrar test - 2500 kb/s

Me specs are:
Msi gaming 7 z97
I7 4790k
32 ddr 3 2400 ram
gtx970 ms2x p6s plextor ssd (raid 0)
....

Currently im running on windows.8.1
and reset bios setup to original (but having newest 1.7 version)

Can anyone please help me with any ideas or maybe it's just faulty CPU?

I doubt it is your CPU. You may not even have an issue.

You've given no useful data to determine if a problem exists so I'm curious how you've determined you have a problem. Generally however the CPU will simply fail causing a hard crash or BSOD if it's at fault.

I also suggest using only TWO sticks of memory in the slots recommended (possibly #2, #4) in the motherboard manual while testing initially.

1) update BIOS if newer exists (apparently it's up to date)

2) select "XMP" in BIOS and save

3) verify memory is set to 2400MHz, and CPU is set properly. Probably 4.4GHz.

4) run MEMTEST for a full pass (again with only two sticks initially. should take about 30 minutes per 8GB )

5) Main Chipset drivers etc from motherboard support...

6) latest NVidia drivers of course...

CPU TESTING:
1) Intel CPU diagnostic from Intel site, then
2) Prime95

If you want you can run CPU-Z while Prime95 is running to determine if the CPU is running at 4.4GHz roughly as it should be under load. You can also open Task Manager-> Performance->CPU to verify all EIGHT THREADS are open (right-click to change graph to "all logical processors" if only see one graph).
 
Solution
Issue:
Computer/system is slow.

Facts:
Saving 1000x1000 px PNG in photoshop takes 20 sec for render and 20 for save
Cinebench test ->1,69 ? (should be at 9,5 points) .... dual cores got 3-4 points in this test.
WEI (for CPU) at 5,9?
Browser working sluggish and slow especially on large image files and websites with more JS.
Running slower than my laptop! 😀

I was wondering what settings should bios have - here are mine. Initially I had my CPU @ 0,720 Core voltage (is that even enough?)
Here's the screen after changing core voltage to 1,2 V for test:

(it OC genie mode in the screen but previously it was in XMP)

Will get back with taht prime95 test.

Ps.
All updates and drivers are up to date.

In CPU-Z COre #0 speed is 800 Mhz either...

Any ideas?
 
Ok, just found an answer:

On MSI Gaming 7, there a little switch: SLOW MOD BOOTING SWITCH - if turned on it will lock CPU @ 800 Mhz / In my case it was on.

HEll yeah - now it's speed demon! :)
