i7-4790k runs at 90-100°C without programs running (except Core Temp)

For the past couple of months I have noticed that my computer has been running very slow and I haven't been able to play games and I can just about browse the Internet, but I can't watch YouTube videos. I used to use my computer to play game whilst browsing the Internet/watching YouTube videos and my computer would run perfectly. I have tried many things to get my PC to run faster and yesterday I even re-installed Windows 8.1, however nothing helped significantly. It wasn't until today that I realised it was my CPU that has been slowing down my PC, at least that is what I think is slowing down my PC. So, today I cleaned out my PC, replaced the thermal compound on my CPU, fitted a new case fan and tidied up the cables. However, my CPU is still running at 90-100°C, does anyone know how to fix this problem or what could be causing it?

It's not the first time I've heard of the stock coolers suddenly getting high temps. I have a feeling the plastic retention clips (hate them) become somewhat weakened over time and since there's not active way to tighten them (like screws) they may be losing pressure. Which could account for the high temps. That's wicked hot even for a loaded stress test.

Personally I'd drop the stock cooler and get a decent aftermarket cooler. Considering it's a somewhat cramped case, something like the cryorig h5 universal would do pretty well (width, not just height).

Only a degree or two less cooling than the nh-d15 for about half the price...


It is difficult to see, because my GPU is in the way, but it looks like it is spinning fast.
 


at 92 degrees your should be moving at full speed and you would most definitely hear it. that cpu is very very very hot and your motherboard would be sending a signal to that fan to be like a B52 Bomber. something may be wrong with your cooling. I really expected you to say that the fan was spinning like crazy at that temp.....
 


something with cooling... he should HEAR that fan taking off like a B52 bomber, at 92 degrees I would hear my noctua and phantek fans blowing and they are the quietest around...

Haaaay synful i like my dh15

These are decent temps and voltages for i7 4790k(see rig in sig) with turbo disabled

4.4ghz == 1.26562v for 24/7 useage 35 Celsius = idle 48 Celsius max = Prime95 Blended test
4.7ghz == 1.37812v for GAMING ONLY 35 Celsius = idle 57 Celsius max = Prime95 Blended test

I have tons of large led phantek and cooler master led fans in a haf x case tho modded nicely to contribute to these temps tho . Positive pressure setup and super quiet..
 
I think I know what it is. A similar thing happened to my friend. His thermal paste went bad, and because of the temperature increase the computer would slow down the clock speed. If it doesn't have to do with the voltages, I think it is the thermal paste.
 
1. Are your drivers updated?
2. is your CPU actually hot? The temp could be much higher than it is.

But, I believe theses processors throttle their speeds at 100 degrees Celsius. But, if your CPU has been fine and never have reached thses temps before, make sure you have updated drivers, or you might just need a new CPU heatsinc.
 
My PC has been slow since I added my old hard drive along with my main hard drive. When I was unscrewing the hard drive bay it fell into the case, I think it may have damaged something when it fell, although I didn't notice any damage when I cleaned my PC yesterday. Could my CPU fan be damaged or something else that would cause this problem? Also I can hear a fan making a strange noise, but I believe it is my new case fan, because th fans weren't making much of a noise before.
 
If your voltages are as they should be and the CPU cooler is functioning it shouldn't be going that high, have you tried starting it in safe mode? Just in case there's something running that shouldn't be. I trust you applied the thermal paste correctly, the only way I feel that CPU should get that high on stock levels is if the cooler wasn't attached properly.

If you grab the heatsink does it move at all if you try? I don't want you yanking it, just a gentle movement with your finger and thumb (make sure it's cool first!)
 


I shouldn't have to start it in safe mode should I, because it even says that the CPU is running at 92°C in the BIOS. I will try to move the heatsink when I get home.
 
Stock coolers are notoriously bad at coping with any movement. I noticed my i5 was jumping up to 90C when gaming, so I checked the cooler and one of the legs had broken so the contact was not being pushed correctly onto the chip.

Personally I bought an Evo 212 - Now I see 30C at idle, 50C when doing intensive tasks such as gaming. I highly recommend it, and they are not too expensive - come with pretty good thermal compound too.
 


Okay, I will fit that cooler tonight. Hopefully it fixes things as I haven't been able to play PC games for about two months, and that is my life (I know it's pretty sad).
 
I put in a new cooler and it is all working now, the graphics card wasn't seated properly. It is now running at 40°C without any programs. Thank you all for your help and very quick replies. Hopefully I can play games now. Thank you so much, I can't believe it. I was getting worried that I might need a new CPU.
