My ambient temp is above 32C Average

with stock fan the i7 is getting heated upto 63C sometimes the PC crashes too

im using win 8.1

is this too hot ?! should i get a cooler for the cpu ?! will the temp go down if i get a good cooler ?!

Solution
Temp will go down with a better cooler but that's not the problem. 63C (under full load) on a 4790k is actually really great with a stock cooler. If 63C is your idle temperature on the other hand yeah get a better cooler.

i think it was not on full load !! i was working with photoshop for some hours then i began to upload all the Photoshop files to google chrome , suddenly it crashed. then after rebooting i checked the temp,it was 63C , then pc again crashed 2 - 3 times when i done the same thing (uploading to chrome)

With a 32c ambient and the crashes you've experienced and the 63c temperature after failure, you need to get an aftermarket heat pipe air cooler close to the high end of coolers to handle your load temperatures.

You'll have to shop for a cooler that will fit inside what ever case you own?

The crashes really doesn't sound like they are related to heat. Your CPU shouldn't auto shutdown if it doesn't reach 75-80C. 63C at medium load is still good for a 95W TDP CPU in 32C ambient temperature. If you want you could get an aftermarket cooler for it to make its cooling better but I doubt it's the problem. What power supply, graphics card and motherboard do you have? Also how are your graphics card's temps?
