How's this even possible, any suggestion how to fix it?

Edit; the vcore doesn't move at all, it's stable 1.712 at idle.

Generally, i'm wondering how/why isn't the PC fried? It isn't safe at all as far as i know.

That's an incorrect reading. Haswell has an integrated voltage regulator, so the voltage given to the CPU by the board is not vcore. Take a look at "VID", that will be closer.

Try downloading CPU-Z, what does it report voltage as?

Well, Cpu-Z is saying 1.08~ so yeah, i guess it was just Hwmonitor giving a wrong reading. Thanks alot Ecky.
