i7 5960x vs streaming pc

okay im not looking in to upgrading anytime soon,but im just curious of what would be better building a extra pc for streaming/video editing or just buying the powerful i7 5960x, and if i do end up buying a i7 5960x how much will you be able to overclock with a cooler master hyper 212 evo cpu cooler

212 EVO is for 4.2Ghz probably. Personally I would save a bit more and get an all-in-one liquid cooler from CM or Corsair.

212 EVO works best for quad-core and overclocking below 4.4 Ghz. I used it back in 2013 with a i5 3570k.

Also what is your case? I know a customer who built a PC with a 980 ti (max temp is about 84c) and 5960x (8 core CPU) in a mid tower and I forget the CPU air cooler it uses (I think it is a CM air cooler)... Anyway that PC sounds like an airplane taking off most of the time, and it is not OCed it already hit mid & upper 60s...
