i7 6700HQ turbo not activating

As the title says, my i7 6700HQ processor doesn't seem to activate it's boost. Normally runs at 3,1GHz and suddenly it's stuck at 2,58GHz. I can't seem to find out why, but it won't activate it's boost. Anyone know why?

Yes I have, I also thought it was that, and it's still in high performance :/ Also tried doing a stress test with prime95 but nothing happens...
