Question i7 6700k vs i5 8400 at 1080p?

pairing both with a 1650 and i was wondering which would be better to play cs2 around 80-100fps? the i7 has 2 less cores compared to the i5 but two more than the i5.

The i5 is better only from the perspective that it will support windows 11 whereas the i7 6700 won’t. Which in just over a year windows 10 will exit support. At least with an i5 8400 board you should also have the ability to pick up an i7 8700 later as well.
fair point but, i really dont like to game on windows 11.

I would mention here that unless you luck across something, at this current time and price space on 8/9th gen CPU it simply is not worth upgrading rather than going with a full new platform. The other aspect of this in particular when you get to the 9th gen i7/9 K skew, you better have a good motherboard (power delivery) and some serious cooling ability not only on the CPU but case with good airflow. Those 9900K are basically an oven and it is a trend that continues on those model/skew even now. And not to just single out Intel cause AMD is making some toasters right now as well.

so, if i was to go with the newer 10100f with like a ASUS PRO H410M-C2 mobo, would i need a better mobo if i upgraded to that gens i7?

I wouldn't really recommend 10/11th gen either....On the plus side of that coin the 10100 is right in the ballpark of performance the 8400 and 6700K are at on stock clock. The issue being that between stock levels and time it really doesn't make a lot of sense to purchase the higher end CPU of those generations, much like above.

Where there are situations where "you could" use an inexpensive motherboard for one of the higher end CPU it may be leaving performance on the table and according to power delivery could cause the motherboard VRM to run exceedingly hot.

On that motherboard I wouldn't consider using any manner of K skew, probably wouldn't use an i7 or i9 on it either. That is a business class mobo with a use case along the line of a locked midline processor. No heat sinks on poor VRM.
 
To be honest, 12th gen is the value for Intel right now. Z690 ddr4 boards can be found for about 125-130 new on Newegg. It looks like you can get an i3 12100f for about 95 bucks.

That would let you use cheaper ddr4, though they had a z690 that accepts ddr5 for 110. So you can go either direction depending how much you can spend. But if you went with something even like a lowly i3, that still is a quad core with hyper threading like the 6700, and probably performs better. But the upside is it unlocks upgrades to 14th gen for you as well.

If you wanted they have the 12400f for about 132.

the reason im going 10th gen is 1. ive been recomended it so many times at this point ive caved in and 2. the i3 10100f is 58 bucks just about on ebay and their mobos are 20 bucks more.
