i7 7700k and Asus Dual GTX 1070 O8g FPS issues

my current pc specs are:
i7 7700k
Asus Dual GTX 1070 OC edition 8gb
ASRock Z270 SLI Xtreme
Corsair h60 liquid cooling (120mm)
16gb DDR4 RAM at 2133mhz (2x8) Dual-Channel
240GB WD Green SSD + 2TB SATA III Hard Drive Combo
700 Watts - Enermax Revo DUO 80+ Gold

Problem: In every game that I play I get random FPS drops that will drop around 50 to 60 fps and in some cases over 100. The odd thing is that whenever I turn my computer on for the first time that said day, the first game that I play will run very well, and after about an hour the drops and choppiness will begin. I have uninstalled and reinstalled my drivers numerous amounts of times, Reinstalled windows three times, cleared my pc of viruses and malware, optimized my drives, CCleaner'd the hell out of it and I'm just very confused as to what the problem is. I don't know much about some of my hardware so maybe I just need an upgrade in a certain area and I don't know it or what. Thank you for your responses ahead of time! Note: Temps of both CPU and GPU never go above 70C during gameplay or ever in that case. IF ANY PART NEEDS TO BE UPGRADED/CHANGED PLEASE LET ME KNOW!
 
I edited the response, I am not gonna say you have a bad PSU, but I am not familiar with it. There are a lot of cheap PSU that are 700 watt. PSUs. You are in the right range for the wattage, 750 watts is more than enough. But the PSU may not be performing as it should. Did one of the fans on it break? I think it has dual 120mm fans.

Two questions. 1. Could it be my RAM? My actual ram is 2x8gb Geil at 2133mhz and the xmp at 2400 mhz doesn't work at all, it looks generic as hell. 2. Are there bios settings that help performance and or that are currently hindering my performance?

700W Is plenty of power for your entire system. Now, like feelinfroggy777 pointed out your PSU is not a good quality power supply, it could be bad and holding back your system. But at the same time it can be caused by other components.

Msi Afterburner you can go back and check temperatures, Memory ram, cpu and gpu usage as well
 
You can run EVGA Precision X and you can pick what you want on the on screen display. It is more focused on the GPU. But it is an easy way to monitor GPU usage, Clockspeeds etc. You can monitor CPU package temps, but that is about it. You can also use MSI afterburner for the same onscreen display. But I am not as familiar with it as Precision X, as they are both the same.

I would download HW monitor and play your games in windowed mode, leaving the monitor tab open next to it. This will monitor all of your hardware very detailed. You will be able to see any changes to CPU/GPU/RAM/Mobo. What you want to look for is changes when the drops occur.

Another option that I have used to review hardware performance is userbenchmark. It will not test your PSU, but it will evaluate the other components in your system CPU/GPU/SSD/HDD/RAM and compare it with other scores of the same hardware. This will tell you if it is performing as it should. Since the fps drops do not occur until after you have been playing for awhile, I would wait until it starts to drop, then back out of the game and run the userbenchmark.

I've run the tests after the fps problems began to happen during the games.

Overall this PC is performing way above expectations (87th percentile). This means that out of 100 PCs with exactly the same components, 13 performed better. The overall PC percentile is the average of each of its individual components. This PC is likely operated by a technical master!
Processor
With an outstanding single core score, this CPU is the cat's whiskers: It demolishes everyday tasks such as web browsing, office apps and audio/video playback. Additionally this processor can handle typical workstation, and even moderate server workloads. Finally, with a gaming score of 112%, this CPUs suitability for 3D gaming is outstanding.
Graphics
109% is an outstanding 3D score, it's the bee's knees. This GPU can handle almost all 3D games at very high resolutions and ultra detail levels.
Boot Drive
52.7% is a reasonable SSD score. This drive enables fast boots and responsive applications.
Memory
16GB is enough RAM to run any version of Windows and it's more than sufficient for nearly all games. 16GB also allows for very large file and system caches, software development and batch photo editing/processing.
OS Version
Windows 10 is the most recent version of Windows, and the best to date in our opinion.

this is ridiculous...

NOTE:::::: during games my gpu usage is always around 60% and cpu usage is around 40%, now I'm not a computer science major but that doesn't seem right.-+
