Currently I have my i7 7700k at 4.5 ghz with auto oc and I have been having performance issues. Before I had it 4.4 ghz with normal oc and it ran all my games perfectly. Would switching back to that solve my performance issues?

Solution
Auto overclocking is usually the worst way to overclock your system. It overvolts way more than necessary for that clock rate. Maybe at that auto OC voltage for 4.5 GHz you are pumping in power sufficient for 4.7 GHz. The single fan radiator is overwhelmed.

Your CPU is overheating and hence thermal throttling itself to save itself from burning up. Check yoir temperatures with CoreTemp or HWMonitor. If it is over 100°C is is overheating. Revert back to stock or overclock manually. (Overclocking is a fun process! :) )

Dont exceed 1.40V VCore for prolonged use. And mind thermal throttling.
I don't know exactly what you mean by "performance issues" but I would be surprised if it is the CPU.

Just go back to default (with "XMP" for memory), SAVE, then see if things are okay.

Running at 4.5GHz OC would have little to no benefit to your real-word experience as that's probably only about a 3 to 7% boost at most (under load) which most programs can't even benefit from.

(default is Max Turbo of 4.4GHz so probably 4.2GHz or so under heavy load)

For better info give more detailed information:
a) CPU cooler
b) exactly what issues you have
c) what games/programs you use
d) graphics card (if gaming)

In Doom 2016 I have been having issues where the frame rate cycles up and down. In Heaven Benchmarks my GTX 1080 has been having GPU Usage drops with v-sync off, before I changed to auto oc it was at %100. My GPU usage cycles from %60 to 90% and sometimes even lower.
I have Corsair H60 cooler.
I am running a superclocked GTX 1080.
BTW I can't access my bios in tell I have an update.
