So i was playing the new call of duty recently and i usually get aroung 50 to 60 fps, except today when i booted it up it was hovering around 25. i figured out it was my cpu that was the problem as it would not go above 1.9 ghz in games. same sort of thin in csgo. i know my temps are fine and my specs are
i7 7700k
gtx 1050 ti
16gb ram
600w psu
hyper 212 evo

Look in your motherboard manual. Your mobo may have a button, or you may have to use a jumper. Just find the CMOS and use one of your fan connections on the jumper. Leave it there for a few seconds and then plug your fan back in. Make sure your PC of off while you do this.

If you have a problem with the jumper, just unhook the battery on the mobo for a few min. It is round and...

how would i go about doing that (i have already restored defaults and it still does the same thing)

the thing is it was all fine yesterday and i have only experienced this problem now. when i do a stress test it goes up to full speed but the second it stops, boom, back down to under 1ghz

If you have a problem with the jumper, just unhook the battery on the mobo for a few min. It is round and about the size of a quarter. Pop it out and wait a few minutes and plug it back in.

If that does not work, check your power plan on Windows. Go to settings/system/power & sleep/additional power settings/show additional plans and click on high performance. This will keep your CPU clocked to full speed.

How are you checking your CPU clockspeed? I suggest using XTU (Intel Extreme Tuning) or you can also use CPUZ. XTU has a built in benchmark for Intel CPUs. It is a good test for stability. It will tell you what your clockspeeds are running.

If non of that works and your are still at 1.9ghz. Look at your motherboard. There may be some physical switch that you inadvertently hit that changes the frequency. This happened to me on a MSI z170 M5 where I hit a switch on the board and my CPU ran at 800mhz.

Change your power plan. That will fix this. Your CPU is fine.
