I7 - 7700k + NZXT Kraken x42???

is that normal that my CPU temp reach to 70 73 degree when i playing PUBG?

i7 - 7700k - Kraken x42 - Rx 580 - 3 case fans

The Kraken X42 is a great closed loop liquid cooler. That said, the 7700K tends to get a little bit hot. It's factory overclocked by quite a bit, and has a thermal paste instead of solder between the die and the IHS, which is not as effective as solder. Anyhow, 70C is perfectly fine to a CPU. I'd say up to 85 is considered safe. If you want to reach lower temperatures, you have three options. Increasing the fan speed (or adding an another fan to the radiator), de lidding the CPU, or under clocking/under volting

i thought about buying the Kraken x62 to replace my x42 but i really don't know which one is the best liquid cooler for my set up ( Corsair or NZXT) or any suggestion?

 
If you have the money to spend, then cool, but it wouldn't be much of an upgrade. Delidding would be, by far, the best thing you could do.
