Question i7 870 not hitting 3.6ghz turbo boost

I have i7 870, and its turbo boost is supposed to take it to 3.6mhz under certain situations but when i enable it it only goes as far as 3.2. These are my specs:

P7H55 M PRO
i7 870
4x2gb ddr3
lc power 6550 v2.2
CPU cooler: GAMMAXX 200T

The core C states also need to be enabled in the BIOS if you want Intel Turbo Boost to work correctly.

I used a bad program for checking that, i installed hw info and there it goes to 3.6
