[SOLVED] i7-8700 (no k) is bottlenecking a 2080 (no ti)?

I have a lot of fps drops and 55-80 unestable framerate. I play in 2k. I dont know whats happening but bottleneck is probably the problem?

Specs:
i7 8700
RTX 2080
16GB DDR4 Ram
650w psu

I wouldn't trust that PSU in jonnyguru forum people say is over rated and probably doesnt even deliver a true 500w combined i think you´re being power throtled by the Nox psu. If yoy can get hand on another PSU to run some test that would be great.
Which game are you playing, and are you running dual channel RAM? If you have only a single 16GB stick, then you may be hitting memory bandwidth limitations. There are also some insanely CPU heavy games eg. AC: Odyssey where even with an i7 8700 you may see some dips below 60FPS, in that game I barely stay above 60FPS in some of the city areas and that's with an 8700k overclocked to 4.9GHz.

the cpu temp are normal arround 70ºC. The usage is fluctuating 80%
The model of the psu is Urano VX series

I have tried a lot of games, Watch dogs 2, Monster hunter World... always the same problem. Yes I use 2 sticks of 8gb so...
