Question i7 8700 non k can't boost to 4.6Ghz in single thread.

My CPU cant boost to 4.6 in single-core with all core is activated but when I disabled other cores in bios, it can boost to 4.6. I tried different power plans in windows, default bios setting, none of these can solve this problem.
