Hello everyone

So a friend of my has a 8700K and an Asus Z370-E gaming motherboard and his 8700K wont turbo over 3,7ghz so basically it doesn’t turbo. He has a silent loop 280 so the temps on the 8700k are not going over 55°c at max load. I checked his bios settings for intel turbo mode and speedstep and they are both on.
Does anyone now what could cause this problem?

PC Specs:
I7-8700K
Be quiet Silent loop 280
Asus ROG Z370-E Gaming
Asus STRIX GTX1070TI
Corsair Vengeance RGB Pro 16GB DDR4-2666
Western Digital Blue M.2-2280 SSD 500GB
Seagate Barracuda 2TB
Corsair RMx White 750W

Solution
Check for any performance overclocking apps installed too that loads with windows.

Type msconfig in start bar and look through startup items.

Here is a screenshot of my friend running cinabench.

Download manual and search turbo. Chapter 3-15, under category Internal CPU Power Management in bios can enable/disable turbo mode.

Also Windows power management where you can adjust cpu power states, check it hasn't been lowered accidentally without knowing.

It'll be either of the two, bios or power state preventing turbo.

I will try to convince him, but is their a way to check in the bios to see the settings that have been changed?

I checked his BIOS and i saw both speedstep and intel turbo technology are enabled and in windows the power settings are set to performance.

I looked to the BUS speed and its stable around 100 mhz which I assume would be correct but the multiplier wouldn't go above x37 and I states it goes from (x8 to x47)

There's two places, check in Ai Tweaker as well to be sure. See video from roughly 1:40

If still no go, load bios defaults on the exit button.

I think OC'ing will be no problem but my friend does not want to void his warrenty for now so i can't now if OC'ing works and yes Intel Turbo Boost won't kick in.

Yes, It is stuck at 3,7GHZ it won't go under 3,7GHZ because I set windows power option to performance mode, btw balanced mode won't go over 3,7GHZ.
