Question i7 8700k stutters while playing COD.

Just finished building this rig so I can play COD MW and bought a 2070 super but it stutters and drops frames. Any idea? the GPU drivers are current and I'm running a 360 AIO to keep temps down. Asus rog X code. 16 GB memory. Game is installed on a HD since I didn't have space on my M.2 ... could that be the issue?
 
I've got CoD MW installed on my SSD and first thing I noticed is stuttering in the cut scene movie clips. The gameplay doesn't really stutter though, at least not that I've noticed.

I'm running R7 3700X + 1080 Ti.

That's when I first notice, it was lagging so I quit the game and made sure nothing was running on the background or updating, everything seems ok but every time I try playing every few seconds it would stutter.
 
2x8GB or 1x16GB memory?

You need to monitoring everything to understand what could be causing this stutter. It's not the game, since it's know that 8700k can run the game in a very smoothly way.

Use MSi Afterburner to monitoring while yoy're playing. Use frametime metric and keep a eye on it. If it have any spike, try to see if there's a CPU or GPU clock dropping or anything.

I was overclocked to 5 ghz so I toned down a bit and dropped from max settings to moderate, also enabled v sync and its stable at 60 FPS... 2x8 sticks.
 
Slow HDD can cause stuttering if the game needs to load data from the drive while playing. I can vouch for that on my new laptop which I use with an external HDD that has 80-120 MBps. While my Desktop has a WD Black that can run up to 240 MBps when it's half full.

But as mentioned above, stuttering in videos are not relevant. It is a new game. I still have yet to get my key from the seller so I can't really test and tell you my experience.

If the game stutters during gameplay and you hear your hard drive start or make noise, it may be part of the reason. Second reason might be that you don't have enough RAM or VRAM and it has to use space on your HDD to run, tho at 16 GB it seems unlikely?

As @rgd1101 mentioned, use a monitor app and tell us all the specs. MSI afterburner is the easiest.
