Question i7 9700 not running at full turbo frequency?

Hi,

Yesterday i bought i7 9700 and paired it with GIGABYTE b360m board.

I know that the all 8 cores runs @4.5ghz, I did what i did with my previous i5 8500 which all cores were locked at 3.9ghz, changing bios cores speed to max, and or disabling intel turbo boost.

but on this i7 9700 i cant make them run @4.5ghz! they are running at 4.4ghz.

I installed intel xtu and played around with no luck, increased wattage gave additional performance, but what is iccmax? should i increase it?

can you advise what to do or change?

VR Mos temps reaches 90! which i read is fine!
 
Intel only secures the single core turbo at 4.7GHz. It does not assure any value for the 8-core turbo. Over time in the reviews is what this value is.
If we compare in similar CPUs where this value has already been determined we can extrapolate that this CPU will have a turbo of 8 cores at 4.4 GHz which is what you get.
