Question I7-9700k or i9-9900k?

Hi, Folks,

For gaming only: If the CPU power is hard limited to 95 Watts, should I choose the I7-9700k or the I9-9900k. Obviously at 95 Watts there could be no over clocking, so which will perform better: I9 or I7 or does it really make no difference at all? The power limit is based on VRMs and cooling and I do not want to do any more than drop the CPU into the existing set up. I have both CPUs, so cost does not factor in.

What processor are you currently on? What is the make and model of your motherboard? Make and model of your cooler, case and the number of fans in said case?

I have both CPUs, so cost does not factor in.
The i9 would warrant more cooling.

How is the current hardware relevant?
If both CPUs are limited to the same power, why would the I9 require more cooling?
How can the games played or resolution be relevant? They would be the same for either CPU.

The question is if both CPUs are held to 95 Watts, which will game better when all other things are held constant?
 
Since you have both, pick the i9-9900K.
The main difference is 16 threads vs. 8.
8 is sufficient for most games, but the 9900K boosts to 5.0 vs. 4.9.With the i9, you can reduce the thread count if you want, but with the I7, you can't increase it.
Thank you. That is pretty much what I thought, but I wanted the opinions of the forums to feel a bit more confidant about it.

With a power limit it's actually possible that the 9700K could end up faster in certain circumstances (of course you could just turn off hyperthreading on the 9900K). This would be predominantly heavy loads and so few games are threaded enough for this to be a concern that I'd pick the 9900K every time.
 
While looking into undervolting/powerlimiting I discovered a Reddit thread by some guy with the moniker of Willswill who actually performed some quantitative testing on the I9-9900k. The results he published are nothing short of astonishing!

If the results are valid (and his testing procedure looks to be sound) I should have NO difficulty with cooling or performance.

He is not nearly as long winded as I am, although he thinks he is. His thread is here;
