Question i9 10900k w/ MSI 360R AIO at 100C on low load

I know something is wrong - just do not know what. Looking for some recommendations before I rip the AIO off and redo the thermal paste and re-seat the AIO.

How did you configure the cooling? If you use silent mode or something like that it will run quiet and let the CPU reach its limit before starting to cool.

I had the Dragon center software and I want to say I set it to high performance or something like that. Then the update came and there was that MSI center app, I had to uninstall - was getting blue screens after installing it. Definitely never set anything to silent.
