i9-13900 + 4070Ti + 64GB DDR5 - constant crashes, is it thermal? voltage? halp

Hey dudes and gals - haven't messed with these since the days of VooDoo 3DFX gear, so a bit out of depth on how to diagnose and isolate and fix. Dumped a bunch of money on stuff like 6-9 months ago, so it's all unreturnable whoops (finally got fed up and came here)

Here's a link to the gear

What monitoring tools should I get, or what's the best approach to finding which component is faulty or misinstalled or not behaving nicely?

Can't even boot Cyberpunk, CODMW3 frequently gets in crash loops and usually can't run more than 30 min...only on lowest settings too...get tons of FPS and using GSYNC at 144hz on a Dell monitor from maybe 4 yrs ago

Things that increase stability are turning off Hyperthreading, turning off XMP, messing in the Intel tuner and turning the CPU down to 57x. Have refreshed drivers with DDU a bunch, reinstalled the games, a full reinstall of windows once, updated BIOS - constant finicky unreliability, but not sure if it's power or thermal or simply busted somewhere

Feels annoying to have to gimp the thing so much just to eke out moderate instability instead of nonstarting
