Why is it behaving like that isn't it supposed to do that when temps go 100c instead of 90c?

I did a full max 10 min run on multi core test on Cinebench 23

The results on Hwinfo show that Core Package maximum temps reached 91C and Core Thermal Throttling / Core Package/Ring Thermal Throttling was triggered. https://ibb.co/pR6Q6vV

CPU : i9-13900(non k) (Arctic MX-6 paste and on Contact Frame)

Cooler : Deepcool AK620

Motherboard : MSI B760 Tomahawk

PL 1 and PL 2 are both set on 170w

CPU Lite Load is on Mode 7

Intel CPUs have a feature called PROCHOT Offset. This allows the BIOS or any software to reduce the thermal throttling temperature. If PROCHOT Offset is set to 10, the CPU will start thermal throttling at 90°C instead of the full 100°C.

Check your BIOS to see if you can find this setting.

This is user configurable.
uWebb beat me to it...
It can also be called cpu overtemp protection and use the actual value and not an offset.
Here directly above the highlighted option.

I tried manually setting it to 100c and running CB23 but it still triggers bellow 100c
