Question I9 13900k getting 25000 in cinebench

Hey guys, just got a new build from centre com in AUS (i9 13900k, MSI 240 AIO, 64GB DDR5 5200MHZ RAM, MSI TOMOHAWK Z790, 850W GOLD PLUS PSU, MSI M.2 4TB BOOT DRIVE). I'm getting very high temps (which I have read is normal), but I'm also getting 100% spikes in CPU utilisation when nothing is running, 100% CPU utilisation and my all core performance isn't going over 3.6ghz. Also did a few cinebench R23 runs and am getting very low scores (25000 standard and 27000 with an undervolt). If anyone has ideas on what's going wrong I would love to hear them

The temps are hitting 100°c instantly under any level of load

Suspicious... like someone didn't set this up right at all. I'd just straight up return the PC.
Don't try to fix something that was busted during the assembly phase.
