Question i9-9820x issues

Ok so I recently upgrade CPU to a i9-9820x. Still I get bad FPS on all games. Any help would be great.

CPU i9 9820x
MB deluxe prime 299
RAM corsair 64gb
GPU RTX 2080ti
PSU 1200 corsair

All water cooled.

Could you provide, Cpu stress and thermal info during games?
Also is it possible yo have viruses?

GPU is running 70 max
CPU is 40-50 gaming 25-30 idle

I was pondering a complete reinstall of windows 10.

How is the cpu gpu behaving percentage wise (CPU usage and GPU usage during games).

CPU never goes past 20%
GPU is topping 97%

Is this normal?

WOW...that's a huge difference!
Do you have latest windows updates... windows 10 is recently on a roll with bad updates and all sorts of problems....

Yes all updated, as well as the nvidia drivers.

Whats the best thing to do?

Maybe its stupid but can you check your performance mode in the power options if your cpu isn't limited?

CPU is 1.7-1.8w
GPU is 44-46

Also do you have the latest BIOS and latest Chipset Drivers?

3006 so they are up to date

I know I'm going to get ridiculed for saying this, but I'm not sure the i9 9820x is great gaming CPU. It's base clock is 3.3Ghz and boost is 4.1Ghz. Sure it has 10 cores/20 threads but I'm not sure that will make a big difference in games, even modern games.
