Icons rearrange themselves

I've bought a new monitoe Dell U2414H a month ago and since I've plugged it in and used it I've experienced a problem where my desktop icons rearrange themselves after restart.
This happens sometimes, from *my understanding* and observation of when this problem occurs and when it doesn't (as I said it doesn't occur after every restart but most of the time it happens), so from my observation it happens if I boot up my computer after it wasn't on for a period of X hours, it's seems that after a set amount of time that it's off it won't rearrange the icons, but after it passes certain amount of time while the computer is off, if I restart it'll most likely rearrange the icons. (Again, this might be wrong but this is an assumption I've made by observing this problem)

What have I tried ? (I quote because those are suggestions given to me by users from another forum) :

Move the icons where you want them, right click desktop and refresh, reboot.

See if they still move.

Start by right-clicking on your desktop, go to the "View" menu and uncheck "Auto arrange icons". Then restart your computer and see if it works.

Use Cleanmgr.exe to clean your icon thumbnails then restart your computer to see if the issue is still present.

Right Click on Desktop > Personalize
On the left nav bar, you should see "Change Desktop Icons"
Uncheck: "Allow themes to change desktop icons"

My Monitor refresh rate is set to 60Hz
The monitor is connected to my PC using a provided mini DP to DP cable came with the monitor, the mini DP end is connected to the monitor and the DP end is connected to my GPU.
 
Solution
Pretty sure using a HDMI cable should be fine. I have an old monitor using a DVI cable, but I do use a HDMI cable on my HTPC / TV and never have any issues. Never had any experience with DP, but do know that they mess with your icons etc when turning off a monitor. All I can suggest is perhaps turning your PC off but leave monitor on for testing purposes. Or just switch to a HDMI cable and wash your hands of DP. Either way try Googling displayport pnp issues for additional workarounds =)

DP acts as a PNP device, so when you turn off you monitor Windows thinks you've removed the device and thus forgets it.
Simple solution? Don't turn your monitor off, just let it go into sleep mode.
 
When the computer isn't on but the screen is the LED keep blinking (I think forever didn't checked) and it annoys me at night, I'm one of these people who likes complete darkness when sleeping and even something that small as a blinking LED in the size of a fly can annoy me, so the best solution would be using HDMI cable ? no way to make it work with the dp cable ?
 
Well, I'm sure I've read about ways you can hack the Nvidia drivers, or even hotwire the cables.... Not sure if you want to go down those routes (I wouldn't be game).
If it works OK with a HDMI give that a try (or even put a small bit of sticky tack over the LED... I've been known to do this before =P ).
