Identifying the bottleneck, stuttering (help)

So my cpu was running below 40% while both my GPU and memory were running at 80%+ while playing Dead Rising 3. I experienced frequent stuttering and am wondering if my CPU is bottlenecking? Been trying to find the cause to the stutters for a while.

It's tough to say, since all I know is you are playing Dead Rising 3. Maybe you could name your CPU, GPU, and how this computer performs with other games?

It's generally the same with most new release games.

Intel i5 4460
GTX 960
