[SOLVED] If frame skipping a good thing?

Hello I have a game called mortal kombat 11 on steam. It has a option in the graphics settings called frame skipping. For some reason it doesn't even let me change it from on to off anymore though it also says that its forced on when playing online. Seems it also doesn't really look bad and the game runs smooth af. So is it a good or bad thing?

The feature likely helps with 2-player matchmaking. If you have a ping of 30-50ms, and the other person you're fighting against has 300-500, that's really going to screw you over with performing skills and combos in-game.
If you've ever seen any other online multiplayer matches - like the recent Mario Maker 2 with Nintendo's crap P2P connection, the person with the worst internet connection affects and screws over everyone else.
