even if i already used that disc for my current computer? i got windows 7 for free through my unversity. can i re-use license key on my new computer when i buy one?
Generally, if you only run that copy of Windows on one computer at a time, then you'll be OK.
If you got this from university then you'll need to check with them what the licensing issues are transferring Windows to your new computer.
To repeat though, you cannot have it installed and used on 2 machines at once - if you're putting it on a new machine, you must remove it from the old one.

so how does microsoft keep tabs on this? i mean if i kept it on my current computer and tried to install it on my new one i would assume i would get something telling me i couldnt do that. but if i remove it from my current computer how does microsoft actually know that i removed it so that they will allow me to install on new computer?
Each system has a unique hardware signature, installing it on another system would report back a hardware signature that would not match the current one it's attached to.
This hardware signature I believe is not tied to hard drives, GPUs or RAM allowing you to upgrade your system without having to reactivate. I remember this was the case when I replaced my motherboard it require reactivating.

You can use it. You might have to use the phone activation service from Microsoft. When ask how many pc this copy of windows is installed on just say one.
If your Windows 7 is an upgrade or retail version (not OEM), then you can transfer the OS license to a new computer as long as the OS has been removed from the old computer.
OEM is bound to the original installation hardware.
Software Other than Windows Anytime Upgrade. You may transfer the software and install it on another computer for your use. That computer becomes the licensed computer. You may not do so to share this license between computers.
