...does the monitor automatically shift down to 60hz if the Display Port isn't good enough to carry the bandwidth?

P.S. I notice that 3840x2160 is crystal clear in DSR on a 1080p but 1440p DSR is blurry as heck.

Solution
No, the image being sent to the monitor and carried by the cable is still 1080p and not 4k, its just originally rendered in 4k.

1080p scales exactly into 4k, 1440p does not.
It is not 4k, it is a pseudo version of 4k and even an Rtx 2080ti will not get 144fps on all games all the time. It is normally your GPU that is doing the re-scaling and that will hit FPS hard, I rum Mordor Shadows of War on a 2560x1440 144hrz AOC monitor at a constant 72 fps in a DSR of 3520x1980 and it looks great. deactivate the FXAA option in the Nvidia or Amd setting panel and the it should look a bit sharper.

Right that's why I refer to it as "DSR 4k" and not just say 4k. Basically my plan was thinking of gaming at 1080p native with modern AAA games and then go to DSR 4k for old games like Warcraft III reforged at 144hz

Thanks I think you guys have given me what I need!
I don’t know about Warcraft III but a lot of older games were not designed for 4K and won’t display well or may not even have the option. Nothing stopping you trying it when available though.
