To my knowledge the 8300 was sold to OEM PC makers. It's a lower wattage part to keep heat down since this would be sold in a prebuilt PC to the average consumer who most likely won't clean their PC it won't generate a crazy amount of heat when it gets dusty causing the owner to call for service is my take on it.
