Question iGPU using a lot of power even though it's not performing any task

I have a Ryzen 9700x + RX 9070 XT. The iGPU is enabled but not connected to a monitor and it's not used for anything. Hwinfo shows it's drawing 40w in idle, and while gaming (it's not used to render the graphics, dGPU is doing all the work) it's power draw actually spikes up to 160w momentarily and generally ranges from 40-80w..

I'm going to disable it in BIOS, but I just want to have a discussion about this. Is hwinfo accurate? Is this normal behavior? Why is iGPU using so much power even though it's not doing anything? The CPU itself draws only 80w max.

No, I wasn't doing anything else. I only have 1 monitor that's hooked up to the dGPU. I have some doubts about hwinfo's numbers though. I'm not seeing huge temperature spikes either on the iGPU itself or the CPU package. This is unusual if it were actually drawing that much power.
