Im completely out of ideas

So Im really really mad right now. I bought a Radeon HIS 7870 and i had a power outtage last night at my house and I do have a surge protector on my cords so the power went out and my computer turned off. I turned it back on and just left it on all night and went to bed. *I dident see if the BIOS screen showed up or not* but ever since then my gpu keeps crashing when just browsing the web and everytime I try to play WoW my computer just freezes and i have to force shutdown. SO I tried uninstalling drivers for the gpu and installing them. It still doesnt show up a bios screen. Just a plain black screen and my monitor goes to sleep but my integrated GPU works fine, even though now it just says: Microsoft basic display driver and is not recognizing my i5 3570k's intel hd graphics 4000 even though I am using it. I just tried uninstalling the drivers and reinstalling them for that and to no avail. I think my gpu is just fried. I tried resitting it, switching out the gpu power connectors. Nothing. Clean it. Nothing. The fan works and everything starts up just no display happens. I really dont want to have to send it in. I would think if it shorted out or got burnt the fan wont work. I just feel like my computer hates me. I have a gigabyte ga-z77x-ud3h with a corsair tx 750 watt powersupply. This computer is pretty new. I finished it this years january while having most of the parts around november but the gpu in january. I just have no idea. Please help. I can make a video showing what happens if you want but Im not sure what that will do. Its booting anyway because i plug into the integrated graphics and it boots but i have it disabled anyway and im just out of ideas. Please help. Sorry for the long post
 


Also a problem, No one else around me has a computer like me or one that could house this one just to even test it.
 


Do you have an other GPU you can try. If it works it would point to a problem with with the 7870. If it doesn't work , your problem is somewhere else in your computer.

I have some old 8400 gs thats not going to work. It just baffled me that I forgot I could the other pcie 3.0 slot and see if it even recognizes it from that, but that slot is only x8 bandwidth, would that make me suffer from x16 to x8?
