the 3.2 is when all cores are running for most tasks. It turbo's to 3.6 on a single core basis, when you need extra speed for a game or application.
it will only down-clock to 1.6 ghz or whatever, if the CPU is set up to use energy savings etc. Most people turn this off in the BIOS, unless your into saving the world, and your electricity bill!
Most of the time it runs at lower clock then 3Ghz usualy aorund 1600 Mhz when its idle ..whenit runs normaly it goes to 3200 Mhz but when its under stress > gamign etc it goes to 3600
