Question I'm getting 100 percent CPU usage while gaming even in low settings

I've got an i5 9th gen laptop with a GTX 1650, I'm getting 100 percent CPU usage while playing games, while I had no problem till now, what can I do to fix this

85-90 CPU, idk the frequency, I haven't tweaked anything it's a 9300h if that matters, I started having this after I upgraded to windows 11, I clean installed win10 because I thought it was windows 11 issue, but no use
