Question I'm getting constant and random microstuttering ?

Okay, I want you to clear CMOS and then go back into BIOS and set XMP and leave the CPU stock for testing. Do you know how to clear CMOS?
I've done this step already. Also believe it or not when I received the CPU brand new it had PBO and CBO already enabled.

Try using latency monitor. It's a free utility program that can tell you all about the origin of the stutter you are experiencing, but it is not alway cut and dry what is the cause. It can help narrow down what may be happening.
I apologize for the late response, got caught up with works and haven't had time to test further.

Alas, here are the screenshots after using Latency Monitor. I'm not sure what tab you wanted to see but this is the "main" one. I let it "analyze" for 15 minutes, not sure the standard.

Did you run the utility while testing things that give you the micro stutters? I do not see anything too egregious here. Are the stutters subtle or are they longer pauses?
