Question Im getting frame drop and stuttering at certain game

i got ryzen 3 3200g and recently i got zotac gtx 1650 super gpu, im getting stuttering at certain game like valorant, csgo, apex legend, and genshin impact does this mean my cpu is bottlenecking, or the gpu can be also be the problem?

16 gb 2666 mhz

i already edit it, the cpu usage around 70 % and gpu usage around 50 % (genshin low) and cpu almost 100% at valorant and 40% gpu usage
