I'm getting lag on my desktop?

I recently upgraded the video card to a RX480 and the Power Supply to EVGA 600. I also installed an SSD for my OS and moved my existing HDD to secondary hard drive for storage and large apps.

I'm getting 1-2 second lag spikes every so often even without many applications or programs running. I assume it is because of the RX480 I installed recently, because I didn't experience this before.

I don't think I am seeing it during gameplay, just normal operation on desktop.

Any advice?

I recently reinstall Windows on the solid state hard drive and the Radeon software for the graphics card was automatically showing so I did not do anything with it maybe I need to go in there and verify that the drivers are up-to-date do you do that through the device manager or through the Radeon app

I downloaded the crimson software and installed updates last night. This morning I opened the Radeon app again and it wanted me to download the same update I did last night (17.something, and optional update), so I did a "clean install" restarted a time or 2 and then the Radeon app in the quick launch is not there any more?

I am still getting a few lag spikes today. Do you know of anything else I can check?

Does anyone have any more ideas? I updated the drivers and I'm still seeing random lags for a second or two. Every once in awhile it bogs way down to severe lag for a minute, where I've had to shut down. This occurs not while playing games. I wouldn't expect the demand to be high, the graphics card fans are not running.
