I'm getting microstutter in almost every game.

Basically, even when my FPS is fine, my games stutter every 3 or so seconds, it's really irritating. I've been trying to fix this for ages, in fact, I'd go as far to say I've spent 5x more time trying to fix games than actually playing them

I've got a feeling it's either my CPU, my Monitor or my HDD.
My reasoning behind this is my CPU is apparently terrible, it's running on a stock cooler and it overheats fairly quickly on a Prime95 test, it hasn't ever reached over 55 in any game however. My monitor isn't even a monitor, it's a HDTV and a budget old one at that and finally my HDD is pre-owned and it apparently failed twice, it's also budget and unbranded.

My specs:

AMD FX 6300
Windows 7 64bit
2x4GB 1600 RAM Corsair Vengeance
Asrock 970 Extreme4
GTX 660ti
Corsair GS 600w

If needed, I can post some microstutter checker graphs.

I've given up personally and I've decided to just replace my CPU, mobo, monitor and HDD... but if anyone can help solve this, I'd be extremely grateful.

Edit: I changed my timing to cvt reduced blank and it seemed to have fixed my issue, I still get very slight stutter but I've tested it multiple times and it seems to be alright.

If I a not mistaken, using an HDTV instead of the real monitor could cause micro stutters. It could be that the refresh rates are not matching up right. You could try with a real desktop monitor, to which I'm pretty sure your issue would get solved.
 
Using an HDTV will not cause stutter, it will cause ghosting. This happens when the refresh rate is too high. Most monitors are 4ms or lower now, but HDTVs are still typically 6-8ms. Some older models may be higher.

If your not running V-sync then I suggest turning that on first. If it is still bad try lowering your in game settings to see if it gets any better with V-sync left on.

Another option would be to overclock your CPU, but you may require more hardware to be able to do so, like a CPU aftermarket cooler. Can you list what games you are having the most issues with? It may very well be CPU limited games that are holding you back.

There's a lot more games that it stutters on.
I've been trying to find the problem for awhile and the best I found is that my ms response time is probably the problem. I've been using this to find my ms. http://benchmark3d.com/micro-stutter-checker For most games it changes between 17 to 32 every now and again, it's fine and smooth at 17 but obviously... yeah. I'm not very tech savvy so I'm not sure if it's just a coincidence or not or if it's useless.

Edit: Out of curiousity, I tried another HDTV and the issue was still there. Out of more curiousity, I turned vsync off and it wasn't there any more. Obviously that isn't a good solution because of screen tearing.
 
if possible in your resolution settings try going 720p at 50/60Hz or 1080i/p at 30hz and run vsync, install windows from a 8gb+ flash/sd/micro sd usb/ dvd rom emulating phone?!? as i found my £100 chinese android mobile phone does quite well so i imagine any rooted android handset can do this ,anything rather than optical disk i found installs were 100% no data loss and have quicker install times, my windows disk was brand new i installed it with my 6 month old dvd drive and brand new ssd and i had micro stutter on everything, managed to download windows iso from a legit source and used my phone to emulate a dvd drive with the iso in place and that fixed my issue, blame windows for everything its normally the issue causer, also i once had a wd 1tb hdd when after a year if there was more than 30gb installed on the drive it would cause micro stutter, and make sure your ram is in only the white slots , these are only ideas and are not in order if none of these fixes work then try downloading windows, google windows trial and there is a free 90 day download available.

Is your HDTV a Samsung by any chance? I had to set the HMDI port to 'PC' using the remote, which fixed a few display problems I was having. Although I suppose this would only be true for you if you're using a Samsung and are using the HDMI ports.

If this applies to you go to the source list on your TV menu and change the HDMI port you are using to PC. It should read something like ''HDMI - PC'' when you've changed it, as opposed to ''HDMI ---''.

EDIT - let me clarify that mess of instructions. Using you remote, go to ''source list'' which should be under ''input'' on your TV menu. Then highlighting the HDMI port you are using, press the ''tools'' button. An option for ''Edit Name'' should come up, after which you just press ''left'' and set the HDMI channel to ''PC''.
