I'm getting the same fps no matter what settings in all the games

Hello please can you help me i'm getting the same fps no matter what settings i change low or high even if i change the resolution i get a bad fps
cpu : core 2 duo e8400
gpu : gtx 650 1 gb ddr5
psu : 365
pc : hp compaq dc7900 convertible minitower
Vsync is disabled

the cpu is always 100% and the gpu drops 50 40 10 🙁

Install and run something like CoreTemp, and run the game, core temp should show what clock speed the cpu is running at.

i dont think the cpu is stuck at lower speed
