Question I'm getting washed out blues when scanning a document ?

I'm using an Epson L3271 Printer/Scanner and Epson Scan 2 software to scan a document that has a lot of blue elements, but they're ending up very washed out. When I switch to photo scanning mode, the software crops out a portion of the margins for some reason, which contain graphical elements.

How should I go about scanning this document to get colors true to the original?

reset settings to default

use document mode
use higher dpi rate (300 to 600 dpi)

if this doesn´t help
disable all optimizing settings
then add optimizing settings one at a time

If you're not getting on with Epson scan then you could try the Windows Scan app instead. It's free and you can get it from the Microsoft Store here.
