I had this happen awhile back and for me it was a power cable to the GPU with a bad pin. it would make intermittent Non-Contact when this would occur it would shut down the machine. it got quicker over time to where it would almost start and then shut down. heres the easy solution to isolate it.
1) disassemble the machine. during this stage inspect all cables and make sure all the pins are set in their connectors solidly. it is not unheard of a pin having one of its two wings broken.
2) add ram one slot at a time
3) run memtest x86 from bootable media
4) add OS HDD
5 Add GPU

My bet is it is an over worked PSU it is quite low power and low quality. I would say at the absolute lowest 450 would be ok in the specs of your machine but i always go for 150% at a minimum. I run a 1250x Seasonic in my machine and i still get a slight droop in some voltage readings by the MB but under a multimeter everything tests as perfect. Sensors in MBs are not always the most accurate. I would say your machine should take the minimum of 450 in a perfect world with clean power. Here in AZ due to the Temps we get spikes and droops all the time so any high end machine you want to run a UPS it will filter the power as well as protect from surges.

when i found my issue was with the aftermarket sleeved cables i bought i went back to the seasonic cables and never an issue in the 9 months since.

He hasn't posted in a few days. Either the PC is in the shop being "diagnosed", or he completely fried it (or himself) messing around with the PSU and paper clips. Either way I learned a long time ago (early 2000's) to have a PSU tester on hand. They're inexpensive and can help alleviate a lot of stress. Which brings me to wonder why I don't have one now.....

it could still be the PSU as they'll run for a while over rated power before they get too hot and shut down.

I had the same problem when getting my new GPU Radeon R9 290X. Also thought its the psu but everything in my pc was new at that time scince it was a build at the end off last year. I thought maybe 550 watts isnt enough but did some research and it was. The I updated windows till it says theres no more updates available and I also updated my display drivers of the GPU and AMD Catalyst and then it was fine. So try updating and keep us updated! Thanks

forgot to say, plug a power meter ($15) into the mains socket and see how much power your rig is drawing. When I was doing some tests, overclocking stuff with a low end Corsair 650W PSU, it could supply 700W for a short time, but then shut down. They have various safeguards.

If your power meter says you are drawing close to 450W then it's most likely your PSU shutting down.

On the other hand, I don't expect your rig to take 450W.

double checked the cables and pins same problem, ram wasnt the problem either as i already tested them ,drivers are up to date and i havent fried myself yet! yes i did returned the corsair vs450,they said it will take 4-5 days to diagnose it.currently running pc with thermaltake tr2 1000 without gpu (its a 4 year old psu ),12v looks good, constant 11.904,as for power meter they are really hard to find and even if i manage to get one the price will be half of my psu !

I looked up your motherboard asus h81me and it shows to have integrated graphics as does your i5 4570, have you tried running it with only the integrated graphics to see if that changes anything. just a thought.
